    Tammy and Melody Fletcher take old pieces of furniture and make them new again, and theyve found the perfect place for their shop, For the Funk of It, in downtown Billings.

    The Billings couple are artists and veterans of auctions and estate sales, hunting through forgotten items that could become treasures in their new shop at 2702 Minnesota Ave.

    With upholstery and creativity, they can flip discarded $10 dining room chairs for more than a hundred dollars. An old bicycle could be a fountain just replace the seat with a basin and run a water line past the spokes to create a funky conversation piece for the home.

    We like to introduce a lot of colors into peoples homes and make it fun, said Tammy.

    The Fletchers opened For the Funk of It in February, the newest business to pop up on one of Billings oldest streets. They have big plans to boost foot traffic, like parking their Flaming Ladies food truck out front during warm weather and holding a street fair, and they want to honor their neighborhoods history. Minnesota Avenue dates back to the founding of Billings and was once a bustling, raucous cultural center.

    In recent years, Minnesota has been plagued by vacancies and blight, and improvement efforts have stalled. The city designated the area as an historic district in 2009, but business owners say they need more help to continue redevelopment of the streets core and reclaim its status as a Billings destination point.

    There certainly is some unrealized potential there that were trying to realize, said Randy Hafer, owner of High Plains Architects at 2720 Minnesota Ave. and a major driver of the streets redevelopment in recent years.

    If Montana Avenue is the golden child of downtown Billings, then Minnesota Avenue is its spunky stepsister. The two

    streets were named after the Montana & Minnesota Land Co., which oversaw Billings first developments in the 1880s along the rail lines.

    Montana runs along the north side of the railroad tracks, with Minnesota running along the south side. Minnesota starts at the Montana Rail Link building on its west end, runs for about a dozen blocks through the center of town, then curves under the tracks at the Phillips66 refinery and spills into North 13th Street.

    Animal rescue organization to open facility in Rantoul - March 15, 2015 by Mr HomeBuilder

    Jessica Sempek and Scott Stewart are founders of Hospice Hearts Sanctuary. Sempek is now working on opening a Rantoul shelter for special-needs animals. Sempek's latest effort will be to help bring an animal shelter to Rantoul. She's a board member with Catsnap, which will own the facility.

    RANTOUL A central Illinois animal rescue organization will open a shelter for special-needs animals this year in Rantoul.

    Catsnap will open the facility, which will provide veterinary services for animals owned by low-income people.

    Jessica Sempek, a Catsnap board member, said the shelter will be opened at 318 S. Garrard St. Remodeling of the facility, which formerly housed an orthodontist's office, is ongoing.

    "We initially thought of a property in Rantoul because of how affordable commercial real estate is," Sempek said.

    Sempek said the "ambitious" goal would be to be open by the summer, but the "more realistic" goal would be the fall.

    A core of 10-15 volunteers is helping with the planning and other work. Residents of Rantoul's Jesus is the Way Prison Ministry will be doing some of the heavy lifting, including pulling up carpet and other tasks.

    The 3,200-square-foot facility will serve cats and dogs. About 1,200 square feet of shelter space will be available.

    Sempek said Catsnap intends for the facility to be cage-free for sheltering. There will be community cat rooms in the basement that closely resemble a home environment.

    Woodside, developer find compromises on mansion - March 12, 2015 by Mr HomeBuilder

    The remodeling of the 7,423-square-foot main house and accessory structures at 360 Mountain Home Road in Woodside is evolving, though with fewer surprises than was the case 10 months ago.

    Planning Director Jackie Young and the Architectural and Site Review Board agreed to a set of revisions to site plans on March 2, Ms. Young said. The town's conversation with the applicant, SV Projects LLC, has been going on since December.

    The result is a modified version of what had been "much more formal and intense" proposals that were "inconsistent with several aspects of the Residential Design Guidelines," Ms. Young said. "We found acceptable compromises."

    Among the compromises: front gates will have a more rural style, three sets of stairs will be less formal, exterior lighting will be set to a minimum, and a pool patio structure and a garden structure will have bronze siding and roofs, Ms. Young said.

    The applicant had proposed using the same stone siding and slate roofs planned for the main house. But that would have complicated an observer's ability to distinguish the main house and accessory structures, creating a perception of a more massive complex, staff said.

    All existing upward-pointing exterior lights must go, and lighting in the basement lightwell and garden structure must be kept to a minimum, per the town's codes, Ms. Young said. The pylons at the entrance gates originally had metal caps, but those, too, must go.

    The applicant agreed to these changes, but is planning to ask the Planning Commission for "a height exception" to overturn the ASRB's recommendation against a proposal for two more dormers on the roof of the main house, Ms. Young said.

    The process is orderly, unlike in May 2014. Town staff visited the site and were surprised to find the top two floors of the main house elevated on steel beams above an empty space where the first floor and basement had been.

    Permission had been given to elevate the house, but for the purpose of removing the basement only, not the first floor or its framing. Ms. Young issued a stop-work order on July 3.

    After much discussion, the Planning Commission split on the matter on July 31, leaving it unresolved. The applicant appealed to the Town Council, which unanimously granted the appeal Sept. 9. Work resumed.

    McMURRAY Peters Township is seeking proposals from design consultants in an effort to make its municipal building more efficient and safer.

    The municipal building has been a fixture on East McMurray Road since 1964, but was remodeled in 1983 and 1984, making the structure hard to navigate and inefficient. In addition, the building is constantly in use as a meeting site, making it hard to keep track of who is inside.

    The building was not designed for single entry, said Michael Silvestri, the township manager. We also need to be more cautious. There have been incidents in other communities.

    Peters wants a consultant to perform an assessment of the building, particularly its condition and how it is used. One of the things the township is considering is the installation of a key card entry access system for the building, Silvestri said.

    In addition, the consultant would be tasked with designing physical and operational measures to increase building security and improve its use. For example, the townships planning department is in the basement of the building, Silvestri said. That department needs to be relocated to the buildings first floor and the basement used for storage, he said.

    Were looking at relocating the offices for better work flow, he said. Nonpublic uses would be moved to the basement.
