Demolition at Capitol still ongoing

THE demolition of the two buildings under the Provincial Government is still ongoing to give way for Ayala Land Inc. (ALI) development.

Provincial administrator, Enrique Pinongan, said on Tuesday that the demolition of the old Office of the Provincial Agriculturist Office and Provincial Environment Management Office (Pemo) actually started last Saturday and it is expected to be completed in two weeks.

"It was delayed because of inclement weather," he said.

Pinongan added the building owned by the National Telecommunications Commission (NTC) will be demolished by the agency, but the Provincial Government is willing to do the job if NTC has no personnel to do it.

"Under the rules of the Commission on Audit, the waste material from the demolished buildings will be auctioned off to interested parties, proceeds of which will go to the coffers of the provincial government," he said.

Pinongan said after ALI pays for the 4.1-hectare property lease that covers the portion of the lot beside the PNB along Capitol Road up to Pemo and the areas surrounding the Provincial Capitol, ALI will immediately develop it.

Capitol stands to earn P35.4 million annual rental at P33 per square meter for the 4.1-hectare lot, while the remaining 3.6-hectare lot is covered with the deed of sale between ALI and Capitol.

"Under the agreement with ALI, the developer will pay one year advance and two years deposit," he pointed out.

Earlier, Pinongan, said the clearing of the property is one of the conditions set by ALI before they pay the Provincial Government for its properties for lease.

Pinongan said ALI may pay the Provincial Government for the leased property before this year ends. ALI was originally set to buy and lease 7.7 hectares of Provincial Government property in Bacolod City in 2011 but a suit filed by SM Prime Holdings Inc. against Capitol officials delayed the move.
