One hundred miles north of Philadelphia, the Billion Oyster Project has been restoring the bivalves in New York Harbor since 2010, engaging more than 10,000 volunteers and 6,000 students in the project. Oyster nurseries are being installed in Belfast Lough in Northern Ireland, where until recently they were believed to have been extinct for a century. And a hatchery 30 miles west of Chicago has dispersed 25,000 mussels into area waterways, boosting the populations of common freshwater mussel species.
Underwater vegetation restoration projects have been underway in the Chesapeake Bay and Tampa Bay for years, and more recently in California where seagrass species are in sharp decline. (Morro Bay, for example, has lost more than 90 percent of its eelgrass beds in the last 15 years.) The California Ocean Protection Councils 2020 Strategic Plan to Protect Californias Coast and Ocean aims to preserve the mere 15,000 acres of known seagrass beds and cultivate 1,000 more acres by 2025.
Scientists stress that these projects must be implemented alongside strategies to continue curbing contaminants, mainly excess nutrients from sewage and fertilizers, flowing into our waterwaysstill the most critical step in improving water quality. After several decades of aquatic vegetation plantings in the Chesapeake Bay, for example, scientists say that the modest increase of plants is largely due to nature restoring itself following a reduction in nutrient pollution.
And any human intervention in a complex ecosystem raises a host of compelling concerns, such as how to ensure sufficient genetic diversity and monitor competition for food and resources. Scientists say that, in many cases, theyre learning as they go.
Still, in areas where the natural environment is improving, bringing back bivalves and aquatic plants can create a lasting foundation for entire ecosystems. And restoration initiatives are an active form of stewardship that connects people to their waterways, helping them understand the ecosystems we depend on for our survival.
Until five years ago, the extent of wild celery grass beds in the Delaware estuary was a bit of a mystery. Many scientists didnt think the water quality was suitable, and since the estuary contains a lot of sediment and roils with the tides, the plants werent visible in aerial imagery.
But in 2017, EPA researchers started surveying by boat to detect submerged vegetation and were surprised to find the plant thriving in parts of a 27-mile stretch of the Delaware River from Palmyra, New Jersey, past Camden and Philadelphia, to Chester, Pennsylvania. Thats the only section of the river designated by the Delaware River Basin Commission as unsafe for primary contact recreationactivities like jet skiing, kayaking, and swimming.
The discovery of healthy grass beds was exciting, says the EPA Mid-Atlantic regions senior watershed coordinator Kelly Somers, because the plant is an indicator of water quality. The EPAs research, accessible via online maps, has been especially helpful for the Upstream Alliances restoration work, says founder and president Don Baugh, because most of the research on wild celery grass is from other placesprimarily the Chesapeake Bay. The restoration of wild celery and other aquatic plant species has been underway there for more than 30 years.

The contractor is scheduled to work on drainage structures on US 175. Motorists should use caution when traveling through the project and expect lane closures and delays. Project consists of grading, subbase work, HMAC, drainage, structures, pavement markings and signing.

FM 22 Safety Widening and Bridge Replacement Project
The contractor is scheduled to begin paving the final surface. Lane closures are anticipated. The bridge is now open to traffic. The project will widen the existing roadway, replace three bridges and incorporate safety upgrades.
SH 21 Resurfacing Project
The contractor is scheduled to continue road work construction on driveway upgrades and structure extensions. No lane closures are expected. The project will consist of pavement resurfacing.
SH 135 Bridge Replacements
The contractor has placed message boards to inform the public. The project will begin Sept. 6. All birds have finished nesting. The project consists of the replacement of the bridge at Mud Creek and Mud Creek Relief.

Gregg CountyLongview maintenance will be clearing trees from the right-of-way on FM 1845 and FM 3053. Crews will also be cutting high edges on FM 2207, from FM 1252 to SH 135 N. Expect flaggers controlling traffic.

SH 135 Kilgore Traffic Circle
This project consists of completely rebuilding the traffic circle and full width of roadway to the Rusk County line. It will consist of removing existing concrete paving, reconstructing subgrade, constructing concrete paving, storm sewer installation, lighting, and striping. The traffic will be reduced to one lane in the southbound direction for the duration of the project. A detour will be set up for northbound traffic to follow SH 42. This will allow the contractor to build half of the roadway. Traffic will be switched to the newly constructed lanes later to allow completion of the other half of the highway. Expect delays.
SLP 281 Mill and Inlay
The project consists of performing mill and inlay all lanes with hot mix in both directions, including the center turn lane. Work will be performed at night. There will be alternating lane closures. Expect delays. Estimated completion is August 2022.
Spur 63/McCann Road Bridge Project
This project is part of the City of Longview Guthrie Creek Trail project. It will consist of building a bridge over Guthrie Creek to allow bicyclist and pedestrians to travel under Spur 63. The traffic will be reduced to two lanes, one northbound lane and one south bound lane to allow the contractor to build half of the bridge. Traffic will be switched later to allow completion of the bridge construction. Expect delays.
FM 2206/Harrison Road
This project consists of widening a two-lane road to four lanes with a center turn lane. This includes drainage structures, new bridge, flexible base, hot mix and pavement markings. Contractor will be extending culverts and constructing detours. There will be daytime lane closures. Expect delays.

The contractor is scheduled to work on roadway elements. Motorists should be prepared for lane closures and delays. The project includes traffic signals, curb ramps and pavement markings.
Texas Parks & Wildlife Resurface Project
The contractor is scheduled to work on the final cleanup of the parking areas in the fishery and intersection with FM 2495 in Henderson County. The project consists of OCST and pavement markings.

US 271 Rehab, Turn Lanes, and Pavement Overlay

The project consists of paving, structures, MBGF, and pavement markings from I-20 north to the Gregg County line. The portion from I-20 to FM 16 also includes turn lanes and pavement rehabilitation.

This project consists of widening on ramps and exit ramps, culverts, drainage upgrades, new metal beam guard fence and bridge rails on the Barber Road overpass, and asphalt overlay. No work this week on this project.

Since United Way of Eastern La Salle Countys first Labor of Love in 1992, volunteers of all ages have repaired and restored 919 homes.
Labor of Love is celebrating its 31st year of helping low-income homeowners Saturday, Oct. 1.
The volunteer Planning Team, under the leadership of Bill Cairns, Brian Lacke and John Levy, have been developing work plans for each of the 26 homes Labor of Love is hoping to provide services.
United Ways Labor of Love is a one-day community volunteer effort to repair, restore and winterize homes owned and occupied by local senior citizens, veterans, people with disabilities and low-income families.
As in past years, Labor of Love is planning for hundreds of community volunteers to unite and fan out across our local communities to provide free home repair services to neighbors in need of help. Organizers are seeking skilled and unskilled volunteers to help perform small miracles for deserving homeowners who cannot do the work themselves and do not have the means to hire the work done.
Anyone 14 and older can be a Labor of Love volunteer. Volunteer workers and at least one house captain are needed at every home. House captains provide team leadership and home project coordination. House captains will be meeting Tuesdays, Sept. 6 and Sept. 13 to select their Labor of Love home and coordinate plans for the work to be done. The meetings will be at United Way, 601 State St., Ottawa. Enter from the front of First National Bank Ottawa, south branch. If you are interested in learning more about serving as a house captain, call United Way, 815-434-4003.
Skilled labor, the building trades and contractors will handle the most challenging aspects and provide the expertise; enabling volunteers of all skill levels to pitch in and help. Labor of Love needs at least 26 house captains; as well as all around handy men and women, licensed roofers, plumbers, carpenters, electricians, cement finishers, HVAC, flooring, siding and tree service professionals.
Volunteer help also is needed to serve breakfast at 7 a.m. and lunch at noon to the volunteers, and to help with clean-up.
Volunteers will spend the day Oct. 1 repairing, replacing and weatherizing to make the homes of elderly, disabled and low-income homeowners warm, safe, dry and accessible. Projects will range from roof and porch repairs; replacement and repairs of doors, windows, plumbing and electrical fixtures; repairs and installation of flooring, gutters and siding; general cleaning, painting and trash removal, furnace inspections; yard work, gutter cleaning, window washing; and smoke and carbon monoxide detector installation, among other items.
Some of the repairs seem small, such as installing grab bars so an elderly person can safely bathe and move about their home, said Bill Cairns, Labor of Love co-chair and carpenter with Local 195/174. Other repairs may involve extreme situations where individuals are living with unsafe electricity or an inoperable heating system. All repairs dramatically impact the lives of the recipient.
Local homeowners approved to receive 2022 Labor of Love assistance live within the communities and rural areas of Ottawa, Marseilles, Seneca, Sheridan and Naplate. Applicant ages range from 50 to 93. All Labor of Love homeowners own and live in their home, meet eligibility criteria, including financial eligibility and participate in a home preview process. Volunteers complete the eligibility screening, confirm home ownership, conduct home previews and approve home selections. Priority is given to homes owned and occupied by senior citizens who need improvements to correct serious health, safety and accessibility deficiencies. The deadline to apply was Aug. 1.
You have to experience Labor of Love to appreciate the need that exists and the great sense of community that comes from working with other volunteers on a project to improve the living conditions for these homeowners and their families, said Lisa Zoran, Kitchen Committee co-chair. Labor of Love is possible because of the extraordinary local volunteer spirit that exists within our community.
Individuals or groups interested in volunteering to help with any aspect of Labor of Love and for any length of time Oct. 1 can pick up and complete a volunteer form and waiver. The forms are available at United Way, 601 State St., Ottawa. United Way is in First National Bank of Ottawas south branch. Forms can also be downloaded at http://www.unitedwayelc.org. Both the volunteer form and waiver should be completed, signed and returned to United Way prior to Oct. 1. Youth, age 14 to 17, must complete a student waiver, signed by both the student and parent/guardian.
As in previous years, industry and business, churches, organizations and high school groups have stepped forward to adopt a home as their own project, providing the necessary labor and muscle needed to complete work at a selected home. In 2021 more than 258 volunteers improved 26 homes. Contractors completed critical repairs at four homes, including replacing a floor, a roof, and converting a bathroom to be fully accessible, and Stevenson Transfer moved a couple with disabilities from an unsafe mobile home.
The extent of work completed at each home will depend on the amount of contributions received and the number of volunteers who come forward to help on Oct. 1, said Brian Lacke, Labor of Love co-chair and Electrician with Local 176.
In addition to gifts of time and sweat equity, Labor of Love is seeking the communitys financial support, Lacke added. We need your help. While we are all challenged with the expense of maintaining our homes, no one struggles more than the low-income homeowner. Today, more than ever, low-income older adults and families are placed in the position of choosing between vital necessities, such as medicine or making a utility payment; verses stopping a roof from leaking or restoring malfunctioning plumbing.
Labor of Love works to ensure as many senior citizens and disabled homeowners as possible do not have to make these difficult choices.

Why we support Chesa Boudin
EDITOR: A recent study conducted by Amanda Agan of Rutgers University and Anna Harvey of New York University proved that policies like Chesa Boudins, enacted when he was San Francisco District Attorney, actually lower recidivism rates as well as crime rates for the long term. And, the facts show that there was a decrease of 26,000 reported crimes and violent crime was lower during Boudins tenure as DA.
Some of his accomplishments include an end to cash bail, a policy that unfairly penalizes the poor; he brought cases against police officers for abusive behavior and supported laws that eliminated barriers to holding police accountable as well as compensating victims of police brutality; he created worker protection units; dedicated an assistant DA to prosecute hate crimes, and so much more.
The money spent on the recall campaign came from San Francisco billionaires, including William Oberndorf, who donates to extremists like Mitch McConnell and Tom Cotton. They had enough money to fashion the message in a way that would play slight of hand and convince people who should have known better than to vote for the recall. As The Nation magazine article pointed out, at the heart of this reactionary movement is a misdiagnosis of genuine problems. Scapegoating a progressive and effective DA was the perfect target for right-wing operatives and funders. Since they cant win at the ballot box in California, they have embraced the recall process as their strategy. We need to be aware of this larger framework.

EDITOR: I read Marilyn Goodes letter in the Aug 10 edition and was concerned by her attack on Larry Barnett. I attended and spoke at the Design and Historic Review meeting on DeNovas proposal for more single-family housing on Fifth Street West, as well as at both subsequent Planning Commission meetings where they attempted to alter DeNovas development plan to include more low-cost housing, not less.
I wrote letters to the city asking them to clarify the General Plan to avoid these over-priced and over-sized developments. Lots of neighbors showed up at those meetings in support of lower-cost housing.
In fact, what came to surface after months of hand-wringing, letter writing, attorneys fees and an alternative architect paid for by neighbors, was the fact that our city planning staff had failed to prevent this type of development by not altering our General Plan language to state shall instead of should for over three years since the state bill was passed!
I live on the west side of town in an area of both small, single-family, single story homes and apartments, condominium-style communities and manufactured-home parks. We were all seeking lower-priced, smaller homes or apartments for more locals. Almost everyone on the Planning Commission supported that position.
Yet the developer used the new state law to build market-rate housing instead, with the condition he provided a few lower cost units in the plan. It was Larry Barnett who called for an emergency ordinance to the City Council that evening at that last planning meeting to stop further development of this fashion. The attorney actually scoffed at his request, even though City Council members listening in were in support of it.
The two parcels DeNova homes developed for market-rate (over one million dollars) housing were intended for below-market housing, as opportunity sites. But the city couldnt alter DeNovas plans because of the new state law. And, at the last meeting, the Planning Commission even offered DeNova greater density on that corner if they lowered the size and price of each unit. They declined it.
So please, Ms. Goode, unless you have closely followed these local efforts to affect change, its very unkind of you to presume Mr. Barnetts intentions.

Recently, my husband was taken to the ER at Sonoma Valley Hospital by the paramedics. He received excellent care in the emergency room and from there he was taken to a room in the hospital. He stayed there 12 days. The care he received was amazing from the nurses, physical therapists, social worker, the hospitalist Dr. Walther, and all those involved.
Although all those who cared for my husband recommended that he be transferred to a skilled nursing facility, the insurance company denied our request. The help and support we received from the staff to make this happen went above and beyond.
Regardless of their recommendations, my husband was released and sent home. The very next morning, I had to call 911 for an assist to get him up off the floor.
I am so grateful for the professionalism, the kindness and respectful treatment my husband received at SVH.
