The Leadwood Board of Alderpersons finished 2014 on a high note, as members pursue a plan to upgrade the towns water and sewer systems.
January
The Leadwood Board of Alderpersons postponed taking any action on an agenda item related to the unapproved section of Olive Street. Members also put off making any decisions concerning a snow plow bid, pending budget evaluation. The street department requested that the bids be sought.
The board agreed to allow carriage rides at Leadwood City Park for Valentines Day.
February
Board members agreed to grant business licenses for Red Box Automated Retail LLC, Spradfield's Market, Melvin Mills Roofing LLC, Kathie's Kids Daycare, McMullin General, Hall & Co and Pettus Electric.
The panel also approved the use of city streets for the West St. Francois County R-IV School District Color Run, which benefited Relay For Life.
Board members approved the replacement of a motor in a police patrol vehicle.
March
Board members approved the preliminary budget for 2014-2015 and the business license request for Ralphs Auto Repair. They also agreed to send a city employee from the water and sewer department to a training conference for license renewal.

An environmental consulting firm hired to oversee asbestos abatements at Kilgore College said Wednesday that almost all of its projects at the college have been completed.
There is some work at the Rangerette Gym that should be completed this weekend, ERI Consulting Inc. President Larry Snodgrass said. All of the work at Dodson Auditorium has been completed.
ERI Consulting began an inspection of the colleges buildings following allegations of asbestos exposure from Physical Plant Coordinator Dalton Smith in November. Smith alleged several areas on campus had asbestos exposure and named other areas where asbestos and other hazardous materials had been mishandled.
The firm said in December that hazard assessments and air quality tests showed the colleges buildings are safe, but future asbestos abatements and repair work were needed.
Snodgrass said the work, which was done over Christmas break, was performed by Air Quality Associates of Tyler.
We did have one more project that we recommended at the colleges library, Snodgrass said. I cant speak for the college to say if they are going to do the project or not. We recommended some small projects in the mechanical rooms of the library.
He said his firm recommended work in the Randolph C. Watson Library be completed within the next 12 months. If the college agrees, he said, work could begin in the summer.
As far as the abatements/renovations over the holidays, everything has been completed that was recommended by ERI to be completed within 30-90 days, college spokesman Chris Craddock said. The only thing left is to remove a pipe underneath the Rangerette Gymnasium floor.
The abatement projects are costing the college about $32,000 including ERIs fee, Snodgrass said.
The main work done was in Dodson Auditorium on the HVAC (Heating Ventilation and Air Conditioning) duct, he said. There is the old cork insulation with a black mastic that holds the cork together. Its non-friable but we removed the materials with the highest potential to be disturbed.

Unless a property is new, or you have it newly rewired yourself, it is hard to know how old the wiring is and, crucially, if it is safe.

There are tell-tale signs of old electrical work, such as surface-mounted cables, old-fashioned light switches, flexes and ceiling roses, and fuse boxes that use fuse wire, rather than pop-out fuses.
However, fuse boxes are sometimes replaced without the rest of the wiring being updated, and many with pop-out fuses dont comply with current regulations.
The only way to know for sure is for a qualified electrician to check the electrics. This should be done every 10 years anyway, even if you think everything is fine, and whenever you buy a property, as if you do need to rewire, it can cost thousands of pounds.
Of course, a full rewire isnt always necessary - your homes wiring may just need updating, such as adding or moving sockets or wiring in new light fittings.

CHARLESTON -- Two significant changes to the city's building code could make life simpler for area contractors and business owners.
One change has to do with the installation of metallic raceways and the other the installation of sprinkler systems. City Planner Steve Pamperin said the city adopted the 2005 National Electrical Code as a guide in 2011; however, a local amendment left from the prior code stating that wire must be installed in raceways in all cases except for special exceptions stuck around and was applied to the 2005 NEC.
The change, now on file for public inspection, would get rid of the local amendment, Pamperin said.
"Basically, we're going to replace it with wording that says, 'all wiring shall conform to the National Electric Code,'" he said.
The change could save contractors some money if their building isn't required to install the raceways, Pamperin said. That doesn't mean metallic raceway is entirely optional, though -- by state law, building architects will need to determine if the raceway is required, Pamperin said.
"We have determined that the National Electric Code should be the model that governs us," Pamperin said.
Electrical inspector Joel Ranson said the city revisited the amendment about four years ago.
"(Contractors) had asked us to look into it again at that point," Ranson said.
Fire Chief Pat Goodwin said the NEC is published by the National Fire Protection Agency as the minimum measures a building must take in order to be completely safe -- and those are the measures the city will follow when it comes to the raceways.
"In that code, they're saying 'if installed correctly, this is safe in these applications,'" Goodwin said.

As the Christmas tree is taken down and the lights, stars and mini-Santas are put away, you find it: cobwebs, dust on dust and candy cane shards in the corner.
Youd like to blame it on a gnome that dressed up as a snowman and sneaked into your home to smudge and clutter up everything.
But you know better, and so the post-holiday cleaning begins. For this, you need music.
