    New Bloomfield board votes to put $2 million bond issue on ballot - January 17, 2015 by Mr HomeBuilder

    NEW BLOOMFIELD, Mo. -- The New Bloomfield R-3 Board of Education voted 6-0 to put a $2 million no-tax-increase bond issue on the spring ballot to fund facility repairs.

    The board has discussed a potential bond issue to fund repairs for several months. The top two items on facility repair list are replacing the districts HVAC units and repairing and replacing the districts parking lots. Superintendent David Tramel said both of those items can be costly.

    The district sets aside money for repairs each year and works on projects during the summer. Tramel previously told the board that in a normal summer, the district spends between $50,000 and $125,000 on projects. However, the cost of these items is projected at much more than the districts summer repair budget allows.

    At a board work session last week, Tramel told the board that projected costs for repairing parking lots district-wide are between $850,000 and $950,000 and estimated costs for replacing heating and cooling units is between $750,000 and $850,000.

    The bond issue would fund these two projects. However, if funds are left after those projects are complete, the bond issue would allow the district to complete some other less expensive repairs as well.

    The board discussed what those other repairs may be, if funds allowed, at a work session last week. Some other items on Tramel and district administrations wish list were roofing repairs, tuck pointing and sealing, replacing some entry doors, a new district-wide bell and intercom system, a classroom for health and weightlifting, funds to be put toward a greenhouse, remodeling elementary bathrooms and motorizing bleachers. The board added technology upgrades to the wish list as well.

    The next step, Tramel told the board, is to form a campaign committee, which he said has until mid-February to register with the Ethics Commission. And, the board will also need to start looking at an architect or someone to manage the project, if the community votes in favor of the bond issue. Election day is April 7.

    "Shall the Board of Education of the New Bloomfield R-III School District of Callaway County, Missouri, without an estimated increase in the current debt service property tax levy, borrow money in the amount of two million dollars ($2,000,000) for the purpose of providing funds to complete heating, ventilation and air conditioning system upgrades; to complete parking lot improvements; to complete additional repairs and renovations to the existing facilities of the district; and issue bonds for the payment thereof? If this proposition is approved, the adjusted debt service levy of the school district is estimated to remain unchanged at $1.3452 per on hundred dollars of assessed valuation of real and personal property."

    Jury returns guilty verdict in murder of Syracuse handyman - January 17, 2015 by Mr HomeBuilder

    Syracuse, N.Y. -- An Onondaga County jury has convicted Lynnquan Kellam of murder in the 2013 shooting of Arthur Bullock, a Syracuse handyman.

    The jury returned the verdict this afternoon. After jurors were unable to reach a verdict Monday, they were instructed by Onondaga County Judge Joseph Fahey to reconsider the evidence.

    Kellam was convicted of one count of second-degree murder, three counts of robbery in the first degree and two counts of criminal possession of a weapon in the second degree.

    Kellam is scheduled to be sentenced Feb. 18. He could receive a sentence of 25 years to life on the murder charge, according to prosecutor Melinda McGunnigle.

    The same case against Kellam, 28, went to trial last summer, but the jury deadlocked 11 to 1 after three days of deliberation.

    Kellam was accused of shooting Bullock on Bullock's front porch at 142 Fage Ave. Bullock was shot in the head during a robbery and died at Upstate University Hospital.

    Kellam, who was on the porch, said he was not the shooter, but another victim of the actual robber. The prosecution argued that an eyewitness saw Kellam pull the trigger and that others corroborated the witness's story.

    A nearly $4-million reconstruction of Main Street scheduled later this year will begin with the help of an outside firm to assist city engineering staff with the project's design.

    Milpitas City Council voted unanimously Jan. 6 to approve the work on a capital improvement program project known as the Main Street Pavement Reconstruction and authorize the city manager to execute a not-to-exceed $225,000 consultant agreement with San Jose-based HMH Engineers, for a term from Jan. 6 to Dec. 31, 2015.

    City reports state the Main Street Pavement Reconstruction project -- included in the city's five-year capital improvement program and approved by the council last May -- will provide for the partial reconstruction of South Main Street from Carlo Street to Great Mall Parkway.

    The work includes removal and replacement of roadway pavement, the installation of new Americans with Disabilities Act sidewalk ramps, curb, gutter, sidewalk and driveway repairs, drainage system improvements, and replacement of missing street trees. An asphalt overlay of Serra Way and Corning Avenue from South Main Street to Abel Street will also be included, city reports state.

    The project will be funded from remaining proceeds from the sale of the 1997 and 2003 Milpitas Redevelopment Agency tax allocation bonds -- a total of $3.9 million, reports state.

    HMH Engineers will provide field surveying, preparation of plans and specifications for public bidding, and construction administration support for the improvements to reconstruct South Main Street.

    Staff negotiated a scope and fee for these services not to exceed $225,000.

    Prior to the vote, Mayor Jose Esteves questioned staff whether this contract had undergone a public bidding process.

    Milpitas City Attorney Mike Ogaz said because this was deemed a "consultant agreement" no bidding was required.

    Q: I was pretty successful forcing several hyacinths this past holiday season but now they have finished with the bloom. What can I do with them now? I hate to pitch them! S.H., Albuquerque

    A: You can plant the spent bulbs outdoors, just not yet. Since these treasures gave you their all they would crumple if you set them out now in this cold weather.

    This is what you can do to save them:

    First, cut out the spent bloom stalk. Next, plant them all together in a pot with fresh potting soil. Set the pots in a spot indoors where theyll get bright light and maybe a smidgen of actual sunlight daily. Then continue to treat them as you would any houseplant, making sure they get average waterings but dont stay too soggy. Thats it for the time being.

    As the season advances and the majority of winter weather passes, late March at the soonest, plant the saved bulbs outside.

    Since hyacinths tend to stay short, remember to plant them in places where theyll be seen next year. Paperwhites are a bit more fragile and can easily be beat up by our windy springtime weather, so keep them a bit more tucked up when you plant them. Be sure to watch the weather to offer protection from any surprise frosts.

    The existing leaves will re-feed the bulb and, if all goes as planned, theyll acclimate and bloom again for you in spring 2016!

    Q: I have several bare spots in my lawn and want to reseed them. Can I do that now? N.G., Albuquerque

    A: Wow! You are way too early to be thinking about seeding a lawn! The soil is far too cold to support any germinating seed. Dont waste your time or money on this project yet.
