Kinnear, 67, had come under fire after Newcastle, who were thrashed 3-0 at home by local rivals Sunderland in the league on Saturday, did not buy any new players in the January transfer window and lost playmaker Yohan Cabaye to Paris St Germain.
"Newcastle United can confirm that Joe Kinnear has this evening resigned from his position as director of football with immediate effect," the north-east club said in a statement on their official website.
Kinnear was responsible for attracting talent to the club but strikers Luuk de Jong and Loic Remy, on loan from Borussia Moenchengladbach and Queens Park Rangers respectively, were the only players added to the first-team squad under his watch.
Newcastle, who lie mid-table in the league, failed to sign Clement Grenier from Lyon as a replacement for Cabaye, who left for a fee that could reach 25 million euros.
After the Sunderland defeat, manager Alan Pardew said: "If I was in charge, solely, of transfers, things might be different, but I'm not. I think I've made my opinions very clear this week and all the rest of it is confidential."
The chorus of disapproval over Kinnea reached a deafening volume last week as, having not made a single permanent signing during the summer transfer window, he oversaw the sale of Cabaye - a player he had at one point referred to as "Yohan Kebab" - to Paris St-Germain.
But with Pardew, who had not wanted to lose the Frenchman, insisting the club had to replace their playmaker if they were to stand any chance of maintaining or improving upon their current standing of eighth, they were unable to push home their interest in either Lyon's Clement Grenier or Montpellier's Remy Cabella.
Hours after the transfer window closed, Newcastle were trounced 3-0 by arch-rivals Sunderland on their own pitch for the second successive season and Shearer believes a combination of all those factors could well have led to the former Wimbledon manager's resignation.
The club's difficulties in the January transfer window were the latest twist in Kinnear's difficult relationship with the fans, who never warmed to the outspoken Irishman.
He returned to Newcastle, where he was manager for four months in the 2008-09 season before his tenure was ended by a heart attack, in controversial circumstances.

WINNERS
Chelsea
It was a very busy January transfer window for Jose Mourinho and Chelsea.
The club said goodbye to fans favourite Juan Mata but with the arrival of Nemanja Matic, Mohamed Salah, Bertrand Traore and Kurt Zouma, we got a glimpse of what the future may hold at Stamford Bridge under the Portuguese.
Mourinho would love to win the Champions League with Chelsea and by signing some of Europe's most exciting young players it looks like he thinks that is the best way of doing it.
The London club may not pip City to the title this season, despite their 1-0 win at the Etihad Stadium, but by signing such players in January it's clear Mourinho plans on building a side that will be successful at home and abroad for many years.
The former Inter Milan manager returned to the club in the summer and you wouldn't bet against some of his latest additions helping him achieve greater success in the near future.

WINTER is Cold! ...but it can be fun and safe if you take steps to educate and protect yourself. Did you know that winter storms are now classified in a storm scale called The Northeast Snowfall Impact Scale (NESIS)
Myth vs. Fact Myth: If it's 33 degrees and the wind chill is in the 20s, water (or your car engine) will freeze. Fact: wind chill only applies to flesh of warm blooded creatures (without fur), specifically humans.
Myth: wind chill makes everyone cold. Fact: wind chill only applies to exposed flesh so if you are bundled up in coat, gloves, hat, etc the wind chill is NOT an issue. The wind chill formula does not account for sunshine, nor the color of your clothes. If you are outside in a sheltered spot where the wind does not reach you, then there is no wind chill for you.
Myth: wind chill makes your house colder. Fact: Wind will remove heat faster from your house, and cold air will blow into your house through cracks but the house can not be colder than the actual air temperature, based on the wind.
Myth: The wind chill does not change very much on a cold day. Fact: The wind chill changes every time the wind changes so it's typical for it to fluctuate from 5 to 10 degrees, even within a minute, when the winds are gusty.
Myth: At 32 degrees pets should be brought inside. Fact: There's no difference to a pet between 33 and 32 degrees. Pets should be inside when it is very cold or cold for a long time. There is no magic number to when pets should be inside.
Myth: Frost is the same as freeze. Fact: The temperature can be way below freezing without frost when the air is dry. Frost can form when the air is above freezing if cold air settles to the ground.

WINTER TIPS -Dress properly for the temperature and wind. Wear loose-fitting, light-weight clothing in layers. Layers help to trap air as an insulator and they can be removed to avoid perspiration and the chill that follows. Outer garments should be tightly woven, water repellent and hooded. Always wear a hat. Half of your body's heat loss can occur through your head. Mittens are better than gloves because they allow your fingers to share heat. Avoid having skin exposed to the wind. Cover your mouth to protect your lungs from extreme cold. Stay dry. Check out this Wind Chill chart from NOAA.
-Check often on elderly and infants for safety and comfort and don't overexpose pets to very cold, dry air.

Mangalore, Feb 5: "Projects worth Rs 461.55 crore have already been approved for Mangalore city, and work on them will be started soon. The tender process is already on for some of the projects. I will strive hard for the overall development of Mangalore city in my 5 years of tenure," said Mangalore South MLA J R Lobo.
Addressing media persons at the district Congress office here on Wednesday, February 5, Lobo said, "Approvals have been acquired for phase II of projects under ADB, road development, drinking water facility, underground drainage facility, rain water management, and waste management system at various places at an estimated cost of Rs 350 crore and procedures are on to implement them. This will indeed be a big step towards further major developments in the city."
He further said, "During the third quarter of this year, a 100 crore project including construction of footpaths on major roads in the city and the development a few main roads will be carried out. Approval has been obtained and the tender process is on. Rs 65 crore has been sanctioned for the project. Rs 9.26 crore sanctioned from the SFC Fund will also be utilized for the same purpose."
On the development of important market areas in the city namely Urwa Store, Urwa, Central Market, Kadri, Kankanady and others, he said a project report and blueprints are ready and sent to the government for approval. "This project has been planned on public-private partnership and the entire project will be carried out at a cost of Rs 300 crore," he said.

The York County Office of Emergency Management is advising residents to prepare for the incoming winter storm.
Weather forecasters are predicting that York County could receive several inches of sleet/snow and significant ice accumulations Tuesday night into Wednesday. Substantial power outages are possible, the office advises.
In anticipation of winter storm, the Office of Emergency Management offers the following preparedness tips:
1. Residents should maintain an emergency kit in their homes to ensure they have adequate supplies if unable to leave their homes. Such kits should minimally include: A supply of drinking water, non-perishable food, non-electric can opener, first-aid kit, radio, flashlight, personal health needs and extra batteries.
2. Have the phone number to your electricity provider available. Residents should not call 911 to report power outages unless the outage poses a threat to safety or property. Instead, residents should call their electricity provider (numbers listed below).
3. Residents should have on hand an adequate supply of rock salt or alternate product to melt ice on walkways, as well as snow shovels and other snow/ice removal equipment.
4. Clear fire hydrants near your home or business from snow so they are readily accessible to fire departments.
5. Ensure that generators are prepared and ready to safely use pursuant to manufacturer instructions. Never use a generator indoors or near windows or doors. Call an electrician if needed to help with installation, maintenance or preparation.
6. Take the necessary steps to prepare alternate sources of heat (e.g. kerosene heaters, wood stoves, etc.) if residents plan to use them during a power outage. Follow manufacturer instructions and ensure an adequate supply of fuel.
