    Wheaton officials are weighing the pros and cons of requiring sprinkler systems in new single-family homes as part of an update to the citys building code.

    The city currently enforces codes from the 2003 International Code Council edition. It is looking to update its codes to the 2012 edition.

    During a planning session this week, Assistant City Manager Michael Dzugan said the city receives a grade from the Insurance Service Organization based on the effectiveness of adopted codes. That grade is used by insurance agencies to determine rates for private property owners.

    The city will receive a less favorable grade if we dont move to a more current building code requirement, so thats a major reason why were looking to upgrade, he said.

    One controversial item in the 2012 International Code Council edition is the requirement to install fire sprinkler systems in all new houses. The city council has the option, however, to modify or delete the requirement before adopting the 2012 codes.

    A report presented to the council about sprinkler systems indicated the risk of death by fire decreases by 82 percent when smoke alarms and sprinklers are installed, compared to 50 percent with just smoke alarms.

    Councilman Todd Scalzo pointed to that statistic during the meeting and said he sees the benefits of requiring a sprinkler system in new homes. He also noted survey results presented in the report show a clear lack of public support nationwide for residential sprinkler systems.

    Right now, Im undecided. I think there really are good arguments on both sides and Id like to get a little more public comment and then see where were at in a month, he said.

    Fire Chief William Schultz said it might make sense to require sprinkler systems based off square footage. Staff said that method has been adopted by some nearby towns.

    The Selinger government said today its looking at sprinkler retrofits in personal care homes and will create a task force to see if further improvements need to be made in hospitals, personal care homes and other facilities across the province.

    The province also said it is dedicating up to $7-million annually for sprinkler and fire safety upgrades in health-care facilities. In addition, a fire safety fund will be created to provide another $2 million to support additional standards and safety reviews, and any other actions to further improve fire safety in personal care homes.

    The provinces announcement comes after a Jan. 23 fire at a nursing home in L'Isle-Verte, Que. killing at least 27 people. Five more people are still considered missing.

    The province said the fire safety task force will review fire safety in other facilities that house vulnerable people including retirement homes, assisted living and supportive housing, hospitals and group homes.

    It will be chaired by staff from the Office of the Fire Commissioner and include representatives from the Manitoba Building Standards Board, the Manitoba Association of Fire Chiefs, front-line fire services, regional health authorities and several provincial departments. Input will also be sought from the Long Term and Continuing Care Association of Manitoba, local certified sprinkler system installers, municipal governments and others.

    The task force will also look at a range of fire and life safety activities including fire protection and early warning systems, code enforcement and inspections, education and prevention, and emergency and fire planning. Recommendations from the task force are expected this fall.

    Three dimensional imaging of two different mouse models of Apert Syndrome shows that cranial deformation begins before birth and continues, worsening with time, according to a team of researchers who studied mice to better understand and treat the disorder in humans.

    Apert Syndrome is caused by mutations in FGFR2 -- fibroblast growth factor receptor 2 -- a gene, which usually produces a protein that functions in cell division, regulation of cell growth and maturation, formation of blood vessels, wound healing, and embryonic development. With certain mutations, this gene causes the bones in the skull to fuse together early, beginning in the fetus. These mutations also cause mid-facial deformation, a variety of neural, limb and tissue malformations and may lead to cognitive impairment.

    Understanding the growth pattern of the head in an individual, the ability to anticipate where the bones will fuse and grow next, and using simulations "could contribute to improved patient-centered outcomes either through changes in surgical approach, or through more realistic modeling and expectation of surgical outcome," the researchers said in today's (Feb. 28) issue of BMC Developmental Biology.

    Joan T. Richtsmeier, Distinguished Professor of Anthropology, Penn State, and her team looked at two sets of mice, each having a different mutation that causes Apert Syndrome in humans and causes similar cranial problems in the mice. They checked bone formation and the fusing of sutures, soft tissue that usually exists between bones n the skull, in the mice at 17.5 days after conception and at birth -- 19 to 21 days after conception.

    "It would be difficult, actually impossible, to observe and score the exact processes and timing of abnormal suture closure in humans as the disease is usually diagnosed after suture closure has occurred," said Richtsmeier. "With these mice, we can do this at the anatomical level by visualizing the sutures prenatally using micro-computed tomography -- 3-D X-rays -- or at the mechanistic level by using immunohistochemistry, or other approaches to see what the cells are doing as the sutures close."

    The researchers found that both sets of mice differed in cranial formation from their littermates that were not carrying the mutation and that they differed from each other. They also found that the changes in suture closure in the head progressed from 17.5 days to birth, so that the heads of newborn mice looked very different at birth than they did when first imaged prenatally.

    Apert syndrome also causes early closure of the sutures between bones in the face. Early fusion of bones of the skull and of the face makes it impossible for the head to grow in the typical fashion. The researchers found that the changed growth pattern contributes significantly to continuing skull deformation and facial deformation that is initiated prenatally and increases over time.

    If you have experience in construction, or in using a backhoe or crane, then you may be up to the challenge of installing a septic tank. You could also need a number of permits, depending on your area, such as:

    The process beings with paperwork. You will have to contact officials for your city, county, and state at the very least, and you may also need to talk to other people involved with your property, such as a community council, mobile park owner, etc. Not every property is allowed to have a septic tank installed; there are certain requirements that have to be fulfilled. These authorities need to know the dimensions of your proposed septic tank and drainage/leach field. Remember to take into account replacement or expansion plans you may have later on, as well as setbacks, the ability to access the tank for maintenance, etc.:

    After these calculations, you can draw map with your tank and drain field to give to authorities, along with the other necessary documents. Then you could be allowed to proceed with your plans, or you may be told of revisions you need to make before you can proceed. Then once you have the green light, you will have to inform your local utilities that you want to dig. Then someone will come to plot out where the utility lines are so that you do not hit them; you will also need to use chalk or white paint to show where you plan to dig.

    This starts with using a backhoe to create a hole for the septic tank and to dig out drain field trenches. As for actually installing the tank itself, you need a certified contractor to help you with this, as a mistake with moving a tank can result in severe injuries or even death. The tank is very heavy and needs to be carefully lowered into the hole, and the bottom and upper halves of the tank need to be firmly in place and aligned. Once in place, you will have to put in enough water into the tank (manufacturer instructions will tell you how much this is). A tank that is overfilled can rupture.

    The overflow pipe extending from the septic tank will have to go into the drain field trenches. You will also need to install the mesh containers of septic medium into those trenches. After everything is installed, you will need to inspect for any leaks. Once everything is good to go, you can carefully refill the excavations, but do not dump earth over the top of the septic tank, so you can get to the hatch for maintenance.

    As you can see, this is not a task for a novice do-it-yourselfer to tackle. Even if you have completed some difficult projects on your property, there are jobs best left to the professionals or that require an expert's help. One mistake could not only result in health-threatening contamination, but it could lead to hefty fines as well.

    Man sentenced in motel room explosion - February 28, 2014 by Mr HomeBuilder

    A Fountain Valley man was sentenced to 33 years to life in state prison for causing an explosion that started a fire in a motel room, according to authorities.

    In addition to his prison time, Thanh Van Quang, 39, was ordered to pay more than $177,000 in restitution, according to a press statement from the Orange County district attorney's office.

    A jury found him guilty Oct. 30, 2013, on one count each of arson of an inhabited property and possession of a flammable material.

    Last year's incident marked the fifth conviction for Quang. He had four strikes in 1998 for voluntary manslaughter, assault with a firearm and two counts of robbery, according to the statement.

    On Nov. 30, 2012, Quang was arguing with the manager at the Pueblo Motel in Santa Ana about the defendant inviting guests in his room.

    He later walked to a nearby gas station, bought a fuel canister and filled it with a gallon of gasoline before he returned to his motel room.

    Quang then caused an explosion in the room, which started a fire and damaged his room and neighboring rooms.
