berlin-based studio, j. mayer h. architects, has begun constructing a 14-story building, standing tall over the city of dsseldorf and the rhine river. the rkm 740 tower takes its form as a continuation of the neighboring waters left bank. the aquatic theme of the structure is furthered as the reflective faade lends light with cloud-shaped horizontal wave-like patterning. furthermore, the semi-transparent outer layer acts as a gown over the building with perforated exposures directing views inside and out while providing protection from the sun and wind. as the former site was also a hospital, the grounds will continue to encourage retail spaces for medical goods and various doctors offices. surrounding open spaces in combination with new plantings on terraces, provide a natural atmosphere and microclimate.

Ever since the High Line reimagined an abandoned Manhattan train track as a public space -- and reinvigorated a neighborhood in the process -- architects and city officials around the globe have racked their brains around how to breathe new life into their own discarded infrastructure. For one struggling mayoral candidate in Paris -- home of the original High Line concept, Promenade plante-- theres a simple solution for the citys long-abandoned metro stations: Turn them into an extravagant tourist attraction.
Some 133 miles of train line sit below the Parisian streets, forming one of Europes largest underground metro systems. Yet, hidden among the tangle of tracks are 16 so-called ghost stations that have been discarded and unused for decades.
Nathalie Kosciusko-Morizet, of the center-right UMP party, is a former national minister of ecology, sustainable development, transport and housing, and shes livened up Paris otherwise uninspiring campaign season by commissioning a series of mockup images that envision one of those stations, Arsenal (near the Bastille), as everything from a gleaming swimming pool to a refectory-style restaurant or sculpture gallery.

Other ideas for sybaritic pursuits that play on the spaces strong acoustics include a narrow-bodied concert hall and an underground club -- both of which would sit precisely where the train tracks would have otherwise been.
Kosciusko-Morizet said the plans, created by Oxo architects and Laisn Architecte, show examples of the field of possibilities for adaptive reuse of the vacant underground spaces. The politician promised to let the public vote on an array of designer-submitted ideas, if elected, and expand the concept beyond Arsenal to some of Paris other abandoned metro stations.
As the proposal for the stations that sleep under our feet notes: We wont erase the identity of these stations, which are the story of Paris Metro and the heritage of the capital. On the contrary, Nathalie Kosciusko-Morizet wishes to magnify them and allow them to regain new forms, these unusual places of Paris.

The White House took its time naming a replacement for Karen Mills, who announced her resignation as Small Business Administration chief in February 2013. Her successor appears well-qualified and poised to be confirmed by the Senate, judging from a hearing today.
Maria Contreras-Sweet, whom President Obama nominated for the SBA job last month, is the founder of a Los Angeles bank and once served in the cabinet of Californias state government. Shes made loans backed by the SBA and run a state agency that dwarfs the SBA in number of employees and annual budget. Shes also a native of Mexico who adds to the cabinets diversity and has roots in the fast-growing community of Hispanic entrepreneurs.
Contreras-Sweet testified before the Senate Committee on Small Business and Entrepreneurship today. Heres what we learned:
Shes a political insider. That much was already apparent from Contreras-Sweets rsumin addition to her stint running Californias Business, Transportation and Housing Agency, she was a Senate appointee to the Federal Glass Ceiling Commission and a director of the Congressional Hispanic Caucus Institute.
A few connections that emerged during the hearing: Senator Dianne Feinstein, a California Democrat, stopped by to recommend Contreras-Sweet, adding that the two have known each other for years. Senator James Rich of Idaho, the ranking Republican on the committee, said that he and the nominee have a mutual friend in Jovita Carranza, a former deputy administrator at the SBA. Contreras-Sweet also name-dropped her good friend George Mitchell, the former Senate majority leader.
The committee liked her. Senator Carl Levin, a Michigan Democrat, praised Contreras-Sweets wonderful experience and talent. Senator Mary Landrieu, the outgoing committee chairwoman, called her the the most extraordinary nominee shes seen in a decade on the committee. Senator Rich, as noted, was also friendly. There was no reason to expect the hearing would be contentious, but the senators seemed particularly congenial. Her lending experience and government service probably helped. It didnt hurt, for instance, to remind the senators that her job in state government put her in charge of the California Highway Patrol on Sept. 11, 2001.
She gets the nitty-gritty. Contreras-Sweet clearly knows her way around SBA lending programs, and she had no problem handling questions on the agencys 504 lending, microloan, and preferred lender programs. Thats not surprising, given her professional experience, and it should mean a gentler learning curve if she takes over the agency.
Speaking of confirmation . The committee didnt have enough senators for a quorum, meaning a confirmation vote is still a ways off. When the committee next meets, Landrieu will have passed the chairwomans gavel to Senator Maria Cantwell, a Washington Democrat.

Last week I introduced you to my latest whole-house client: the Modern Bungalow Project. You can read all about the house and my inspiration for the designs here. I've already shared my plans for the master bedroom and nursery, and today I'd like to show you my dreams for the entryway and living room.
This is an older home, and there are actually two entries. One when you first walk in the front door with a tiny closet and tile floors, and then that opens up into a larger entry with wood floors that welcomes you before you step into the living room.
My fabulous client mentioned a love for wallpaper, and she didn't have to tell me twice! Wallpaper is back. It has been back for years now. There are so many fresh and modern options that anyone can find the perfect pattern for their home.
I was especially inspired by this particular wallpaper. It's modern and whimsical, and would really set the tone for the rest of the home. I know, I know, not everyone likes birds. But for some reason I still love this paper.
I especially love this paper on the ceiling.
I propose we paint the smaller entry a deeper blue, and then the larger entry would be covered in this wallpaper. It would look fantastic from the living room, and make a statement as soon as guests walk in the door.
I also fell in love with this pipeline hall tree. It gives the practicality you need in an entry without the cost of built-ins, yet feels modern and organic.
Then we move on to the living room. This space has a funky layout, so it may not look exactly like the photo below. Basically it's a room full of walkways. It's open to the dining room, has stairs that come down into the living room, is open to the entryway, and has a wall of built-ins surrounding the fireplace. Tricky!
My clients selected this sofa, and I gladly worked around it! I took my color cues from the wallpaper and tried to select durable pieces that were small in scale but comfortable. To start, these mid century green leather chairs. Kids can't ruin them and they'd only get better looking with time.
I liked the organic feel of these block-print drapes in light grey and aqua.

When Yellowstone County Attorney Scott Twito has his morning briefing with staff and law enforcement officers, everyone packs into his office or a small conference room on the courthouses seventh floor.
When theres a trial, prosecution witnesses often stand around the pit, a central open area where victim/witness coordinators are located, waiting to be called into the courtroom.
The noisein the pit can getso loud that the coordinators have trouble hearing when they make phone calls, oftento convey sensitive information to victims or witnesses.
They can hardly hear with the sound going on, Twito said.
The footprint of the county attorneys offices has not changed in about 20 years, Twito said, but his department has grownto include more attorneys and staff and a heavier caseload.
Twito said hes desperate for conference rooms for families, victims and meetings.
When deputy attorneys need a conference room, they can either use the small meeting room or bump their boss from his personal office, which has a medium-sized round table. Twito picks up his laptop and clears out.
For times when a big conference room is essential when there are multiple trials or for large staff meetings Twito reserves Room 105 on the first floor. He uses the first-floor room four or five times a month, he said.
'Space wars'
To relieve crowding in the county attorneys offices and to address space needs for several other county offices, the county commissioners are considering a proposal that calls for some courthouse remodeling as well as construction of a new building at MetraPark. The plan is estimated to cost $1.4 million.

Atlas Roofing Corp. will be displaying its full line of roof components at the 2014 International Roofing Expo (IRE). The show, to be held Feb. 26-28 at the Mandalay Bay Convention Center in Las Vegas, is the foremost roofing construction and maintenance event in the nation.
The theme "Four Of A Kind Wins" is more than just a pithy play on the Atlas presence in Vegasits also a motivating statement about what contractors can expect when they quote and install a complete Atlas Signature Select Roofing System on residential projects. Contractors who visit Atlas booth # 2115 will find out specific details about how to "win big" by working with Atlas.
Atlas will showcase the four components of its Signature Select Roofing System, starting with high performance shingles. SBS (Styrene-Butadiene-Styrene) construction in StormMaster Slate and StormMaster Shake shingles ensure extreme weather protection and lasting durability. Pinnacle Pristine architectural shingles bring added dimension with a multi-layered aesthetic appeal to any roof.
A second component of the Signature Select Roofing System, Pro-Cut Hip & Ridge featuring Scotchgard Protector, are pre-cut to save time on the roof and enable a more consistent job every time. Pro-Cut Hip & Ridge shingles provide peak performance and protection in both Sunbelt and Snowbelt climates.
Atlas Pro-Cut Starter Strips, the third component on a Signature Select roof, protects the roof edge by filling in the spaces under the cutouts or shingle edges for the first course of exposed shingles. WeatherMaster SBS Peel & Stick may also be used for eaves and valleys.
Additionally, IRE attendees will have the opportunity to learn how Atlas is changing the way contractors view roofing underlayment, the fourth component of the Signature Select System. The booth will feature the companys premier underlayment, Gorilla Guard EVERFELT and SUMMIT Synthetic, along with WeatherMaster.
HP Technology will be another highlight at Atlas booth #2115. The Atlas stamp, Built with HP Technology, placed on Pinnacle Pristine, StormMaster Slate and StormMaster Shake shingles indicates five unique features that directly benefit roofing contractors. HP Technology helps contractors perform more efficiently, with greater profitability. These shingles are wider and longer, needing fewer shingles per square. They also have FASTAC double sealant lines with twice the adhesion capability on shingle-to-shingle contact, allowing for 130 mph wind speed coverage. Measurements are further simplified with a larger exposure, also allowing for greater curb appeala major selling point.
These technology advantages on the three high performance shingle lines come in addition to Scotchgard Protector, which provides a Limited Lifetime Warranty against algae streaks and stains on the roof when installed with Atlas Pro-Cut Hip & Ridge shingles featuring Scotchgard Protector.
Atlas knows that what's under the roof matters, too. That's why Atlas is bringing its Techni-Flo Roof Ventilation System to IRE. It is engineered to allow consistent intake and exhaust airflow underneath the covering of a steeped-sloped roofing system.
