Fire crews respond Sunday, Feb. 9, 2014 to a four-alarm fire at 550 East 500 South in Salt Lake City.

SALT LAKE CITY When asked why he did it, the man accused of causing a four-alarm fire in downtown Salt Lake City told investigators, "Maybe I wanted to see the fire department."

A federal arson charge was filed Wednesday against Dustin Jay Bowman, 33, of Bountiful. Bowman is accused of intentionally setting a fire on Feb. 9 that destroyed a 64,000-square-foot apartment building under construction at 540 E. 500 South, causing an estimated $6 million in damage.

When interviewed by investigators, Bowman said he was at the construction site smoking Spice when he lit a crumpled piece of cardboard on fire and tossed it under a bathtub that was enclosed in a cardboard box and leaning against a wooden wall, according to the federal complaint.

"Bowman claimed if he intended to start a fire, then it was only to start a small fire, perhaps involving one or two apartments," the complaint stated.

Arson investigators confirmed that the fire started in a first floor apartment on the south end of the building.

Burning embers from the fire also damaged the roof of the nearby Smith's grocery store. The business suffered additional damage when it rained and water went through the damaged roof into the store, according to the federal charge.

The dental offices next to the construction site also suffered "substantial water and smoke damage," the report states.

Based on surveillance video gathered from nearby businesses, investigators believe Bowman first arrived at the construction site about 5:22 p.m on Feb. 9. By 5:45 p.m., a surveillance video camera recorded Bowman walking along 500 South away from the building, according to charging documents. At 5:46 p.m., smoke began rising from the building, according to the complaint.

On Wednesday, Vancouver city council voted to support extended patio hours for the city as part of a new pilot program for April through October.

This will allow dining establishments to apply for operating hours to be extended later into the evening for large patios.

People inVancouverhave made it clear that they want to be able to enjoy later patio opportunities in neighbourhoods throughout the city, and I am glad that council has responded with such strong support for these changes, said Mayor Gregor Robertson. Simple things like expanded patio hours, new food trucks, parklets, Viva Vancouver programs, and new tasting lounges are all part of our efforts to makeVancouveran even more fun, vibrant, and cosmopolitan city to live in or visit.

Under the pilot program, businesses with no complaints in the previous 12 months will now be able to keep patios open an hour later, to midnight, from April to October.

The City ofVancouvercurrently has permits issued for 277 small patios and 316 large patios. The city did not receive any complaints from the extended patio hours last year.

While the design changes to the 2015 Mazda6 are minimal, engineers have made some nice additions to maintain the mid-sized sedans competitive place in the market this year. The company has also found a way to reconfigure its packages adding even more value to a mid-sized sedan that was already a great value in the 2014 model year. The 2015 Mazda6 is available in seven exterior colors and two interior colors.

The mid-size sedan is the bread-and-butter of the automotive industry, a vehicle that finds its way into nearly every driveway and garage in America, says Jim OSullivan, president and CEO, Mazda North America Operations. The engine is paired with either a six-speed manual transmission or a six-speed automatic transmission.

Fuel economy for the 2015 Mazda6 is rated at an estimated 37 miles per gallon on the highway by the U.S. Environmental Protection Agency when equipped with a manual transmission. Choose the automatic transmission, and youll get one mile per gallon better on the highway.

The Mazda6 is also available with something the company calls the i-ELOOP, which is a regenerative braking feature. Mazdas i-ELOOP can jump the numbers to an EPA estimated rating of 40 miles per gallon on the highway, while upgrading city driving fuel economy significantly as well. Be sure to ask your dealer about this feature.

The entry-level Sport trim, with prices starting at $21,190, comes equipped with a manual transmission and many standard features, including a push-button start, air conditioning with a pollen filter, a tilt-and-telescopic adjustable steering column, steering wheel-mounted audio and cruise control functions, a multi-information display with a trip computer, auxiliary/USB input connections, cloth-trimmed sport seats, a six-way manual drivers seat with manual lumbar support, 60/40-split fold-down rear seats, a leather-wrapped parking brake, shift knob and steering wheel, daytime running lights, auto-off halogen headlights and 17-inch aluminum alloy wheels.

New standard equipment includes power windows with one-touch up/down operation for all windows and illuminated power-window switches on all doors.

Mazda6 Sport, when equipped with a six-speed automatic transmission, begins its price at $22,895. Added features on this trim include Bluetooth hands-free phone and audio connectivity, HD Radio Technology, Pandora internet radio, audio menu voice command, a radio broadcast data system, E911 automatic emergency notification, SMS text message receipt and delivery, a 5.8-inch full-color touch-screen display and a rearview camera.

The mid-level Touring trim includes all of the features of the Sport model paired with a manual or automatic transmission. The manual lists at $23,845 while the automatics pricing begins at $24,845. Standard features for the Touring trim include 19-inch aluminum alloy wheels, as well as a six-way power drivers seat with manual lumbar support, dual-zone auto-climate control with rear seat vents, leatherette-trimmed sport seats and a multi-function commander control display.
