NEWORLEANS- It's a neighborhood squabble that could only happen in New Orleans. That's because it's unlikely that any other city has a code protecting plants from parade goers.
When a group of viewers complained to Eyewitness News about a homeowner blocking its traditional parade-watching site, we decided to look into the code.
You know it's Carnival time when fences go up on St. Charles Ave. There are orange plastic ones and chain link ones. They wrap around private property, but also around public property between the street and sidewalk. Homeowners say they spend a lot of money landscaping, watering and maintaining that city property.
"If I don't do it, which I don't do on this corner here, this grass is totally destroyed, just flatteded out. It's gone," said John Schaff, a homeowner who says it can take up to six months for the grass or ground covering to grow back.
He says it costs to buy, install, and store, custom fencing he's used for eight years.
But another group of neighbors are complaining about brand new landscaping across the street. It's in a place where their group has watched parades for generations. The fence is so tall, you can't see the parade over it. They worry kids will climb it and get hurt. There are sandbags holding the fence in place, sticking out on the sidewalk that you can trip over. Schaff has his fence in posts anchored in the ground.
"We've been coming for 10 years (to watch the parades here). And the neighbors that we came with, were here longer than that. And then we bought a house from a neighbor just last year, and they were coming to this spot the past 50 years or so. So it's kind of a tradition for us to be at this location," said Jay Dufour, a neighborhood spokesman. One other member of the group talked to Eyewitness News by phone explaining the group's complaints and all of the people on the City Council and Parks and Parkways department who they talked to.

Trainer Nicky Henderson expects the final decision over Sprinter Sacre's participation in the BetVictor Queen Mother Champion Chase to be made within the next 10 days.
Henderson has endured a difficult time this season with the current champion, who lost his unbeaten record over fences when he pulled up at Kempton over Christmas with an irregular heartbeat.
It has been a slow, gradual process trying to build him back up and while everything is on target so far, the Seven Barrows handler stressed Sprinter Sacre will not run at the Cheltenham Festival unless he was 100 per cent happy.
Should that be the case, Henderson is convinced he remains the one to beat.
"He either runs in the Champion Chase or we put him away for next season," Henderson told BetRacingNation TV.
"He worked on Wednesday and I was pleased with him. He wears a heart monitor in all his work and he's wired up to Newmarket. I have the results back within an hour, it's all perfectly OK.
"We've got work to do and I would think it will be another 10 days before we finally make the decision.
"He could go to Kempton on Friday week or even Newbury (next) weekend as I wouldn't mind him jumping some fences on a racecourse.
"Captain Conan is in good order and I think he will finish up running in the Champion Chase whether Sprinter is there or not, and Kid Cassidy will almost certainly run in it, too, so we might be three-handed.

Mighty Mobb - 3.10 Warwick
I was at Wetherby last month and although initially bitterly disappointed with the effort of Mighty Mobb when a well-held fourth in the three-mile handicap chase, time is a healer and I'm willing to give him another chance in the Gamble Family Day At Warwick Races Novices' Handicap Chase today.
No better than fifth in three novice hurdle outings last term, Philip Hobbs' seven-year-old has consequently started life over fences at the lower end of the handicap and it was no surprise to see him sent off favourite at Wetherby following a promising chasing debut second at Towcester in December.
That runner-up effort when bidding to concede 10lb to subsequent scorer Chicklemix looks the form to focus on as I believe there were excuses last time.
Perhaps 'excuses' is slightly too strong in this instance as there were certainly enough positives to take from the performance in West Yorkshire, especially when considering he was taking on older, more experienced handicappers for the first time.
Mighty Mobb ultimately weakened to finish 21 lengths adrift of winner Arc Warrior but if you take a look at the full race replay you'll see he was still tanking towards the head of affairs turning into the straight and recovered from a bad blunder three out to hold a slight advantage running down to the penultimate fence.
He jumped the last two well enough but the earlier mistake appeared to have taken more out of him than first seemed apparent and, in hindsight, it's no surprise his run flattened out close home on the stamina-sapping ground.
Conditions look a little more favourable at Warwick this afternoon, not to mention the fact he has been eased 1lb in the ratings, but the main appeal here is that he's back in novice company and should put his Wetherby experience to good use.

Thursday, Feb. 20 Turns out Lansing Board of Water and Lights general manager, J. Peter Lark, does have emails from the December power outage.
Documents delivered to City Pulse from the BWL this morning show a series of emails between Lark and BWL managers and commissioners, among others.
City Pulse requested the documents in a Freedom of Information Act request dated Jan. 3. The BWL denied that request.
Upon consideration of a (FOIA) appeal from another media outlet, records that were responsive to your FOIA request were discovered, a letter says from Brandie Ekren, the BWLs assistant FOIA coordinator.
The emails largely show BWL managers informing Lark of outage areas and requests for service.
The documents do not show any email correspondence between Lark and Mayor Virg Bernero. Additionally, the documents include a couple of emails between Lark and City Councilwoman Carol Wood between Dec. 23 and 26, though Wood has given City Pulse over 200 pages of emails between her and Lark and BWL spokesman Steve Serkaian over the period of the outage.
None of Larks emails indicate that he was in New York over Christmas visiting family.
One email from Serkaian on Dec. 26 explains how he wants to set up a media opportunity at a home without power.
Folks: I want my story tomorrow to be at a home that has its power line down, but also has a downed mast. Perhaps we could find an electrician that is repairing a mast. As you can see by the latest press release, we have to prepare our remaining customers on what to do to help us restore their power. And the media will help us do it.

John Norman is the newest president of the Bonavista and Area Chamber of Commerce (BACC).

John Norman of Bonavista is the new president of the Bonavista and Area Chamber of Commerce following the annual general meeting on Feb. 8.
He was elected to the position at the Chambers annual general meeting, held Feb. 8 at the College of the North Atlantic in Bonavista.
As the new president, Norman has some ideas about what the goals of the business group should be.
The boards first step should be to complete a needs assessment of the region and to discern how the chamber may play a role in supporting the delivery on these needs, Norman said in a press release.
Areas that the chamber has identified are physician recruitment, dialysis service, enhanced culinary experiences and quality control in tourism and a young profession recruitment strategy.
During the election process Bonavista Mayor Betty Fitzgerald and Shane Hayes of Bonavista Social Club were elected to be 1st and 2nd vice-president, respectively. Lisa Ricketts of Vista Family Resource Centre was elected to the role of secretary, and the chief financial officer for the Town of Bonavista, David Hiscock, was re-elected to the role of treasurer. Hiscock also presented the chambers statement of revenue and expenditure, highlighting the strong health of the treasury.
Directors for the chambers regions were also chosen.
